My project car is almost done but me and my friend who fix the car for me don't know why it won't start. I put in a new rebuilt 1500 cvcc engine and a 5 speed trans. We are not sure would it be timing problem or electric problem. We measure 12V output from the coil and after the regulator only 7V output. Is it normal? Also my carb is no good. I really don't know what cause the problem. Anyone have any suggestions and how to set up the timing correctly? Please let me know.

That is one vague question! A little more info is needed.

Firstly, have you got fuel? If you pull off the fuel line to the carb and run the pump does fuel come out?

Secondly, do you have spark? If you pull off a plug lead and hold it near the engine does it spark when you crank it over?

The coil does not put out 12V. The regulator has nothing to do with the coil.

No, problem Ted and I hope you will like the gauge. It will look nice on your car. I just don't have the time to put it on.

Ken,
One thing you should check right away... make sure that your distributor is in correctly. It is real easy to be one tooth off. That'll screw everything up enough to not let it start. Get it to TDC, look at the mark on the flywheel. When you slip the distributor on make sure the rotor is pointing at the #1 spark plug wire after it is seated. Turn the rotor about 30 degrees clockwise before installation, you will see the rotor turn counterclockwise as it is going in. so when it seats... it will be right there.
Good Luck!

Yep, I did get my engine to run with the dizzy off by one tooth. Thing was miserable. Fixed it and it runs like a top!
