Does anyone know if the Handbrake lever that attaches to the rear shoes should pivot at the elbow? I have taken the breaks apart and I can't tell if the elbow joint is fixed in that position or if it is rusted in that position.

The lever is L shaped and attaches to the cable out side the break assembly and attaches to the shoe on the inside.

Drew it should pivot on the bolt...try using wd-40 or a torch and loosen it up...

After hammering the assembly on the ground about 20 times and spraying the S**T out of it with WD40 it now pivots nicely.

Now keep it coated with grease...at least twice a year. I do it in spring after the heavy rains, and just before winter..no big deal since you have to adjust the rear brakes so often anyway.
Actually they need adjusted about every other week or so...one of the biggest reasons to change over to the 2nd Gen brakes.
