A multitude of cuss words seems to help...I have also used a cutoff wheel mounted on a flexible shaft to cut them off. Wouldn't happen so often if people would use anti seize on the bolts(liberally).

I find that a multitude of cuss words applied with equal amounts of WD-40, knuckle skin and blood seems to remove most frozen parts from cars. :)
