I am wondering if it is possable to turbo or supercharge or both my 83 1600EL motor if so who makes them and what upgrades to the motor are recommended to accommodate the increased HP

Yes, anything is possible with the right amount of time and money. You would likely need custom forged pistons, ARP rod bolts and an o-ring setup on your head gasket. You should also install head studs instead of standard bolts. But how do you plan on rigging the charger up? Nobody makes kits for our old cars, so it's all custom. A turbo will require a custom exhaust manifold and lots of other fabrication. A supercharger will be a huge job. Also remember that most superchargers were designed to be run on engines that turn clockwise, unlike our Hondas. Then how are you going to get fuel to the engine? Carbs and turbos don't really mix. Yes, they have been done, but it's a quick way to blow up your engine or set your car on fire. There are many books on the subject, so I'm really not going to say too much more. Do some research and you'll learn a lot. Go to Amazon.com and you'll find a several books on turbos, superchargers, and fuel injection.

Add a full race cam, shorten the conrods, run extractors and bolt a TRUST T88H-34D to the end of them blowing through a Suzuki Alto Works RS/R intercooler and into the top of a GM 6/71 supercharger on top of a high rise manifold. On the other side of the turbo, have 2xS.U carbs from a mini cooper. Plumb in a NOS system with 200hp jet and make sure you run methanol only. Run Champion gold sparkplugs with 8mm leads. Find a first gen auto gearbox with a stage 6 shift kit and a 6000rpm stall converter.
Should be a nice reliable package if you regularly change the oil and air filter.
