Sure you can remove the panel, just be sure to leave the holes there!
If you want to tuck the bumper in and take the panel out, there is no problem with that. But if you take the panel out and do nothing with the bumper it really looks odd hanging out there.
My 74 does not have the holes in the front or rear panels and it has lasted for 34 years... Maybe they are there to emit a high pitched whistle to frighten animals off the road in front of the cars, they did run very quietly when new! Hmmm the same holes are in the rear panel too, how fast do you think you can drive in reverse? :o :roll:

Lolol. I was going to remove the bumper as well. Like my 77 below.
If you pull the bumper and want a nice flat one to tuck in there, the front blade bumper from the VW Bug will fit nice and tight to the body! pretty cheap too... If I can find the right air dam that is the way I think I am going to go.
I bought a nice air dam on line auctions but I never got it and on line auctions was unable to do anything about it... My only loss on there, too bad it had to be 100.00 item instead of a carburetor gasket or a lug nut or something small.
Will a bumper that is all chrome fit on a Civic that has those rubber end caps? Baby J's 77 has the all chrome bumper with just the front rubber pieces. My 79 has the same bumper, but the ends have rubber pieces on it. Will his fit mine?
You have to modify it to work, when you remove yours you have 2 shock absorbers for mounts, it's easiest to weld to bolts to the absorbers and then slide the pre 77 bumper on and then washer and nut it in place
Yeah, I just got in from taking it off. Should have looked before asking questions.
Four nuts on the rear and four on the front. That's all it is. I just used a regular open wrench.
The 78/79 ones mount differently than the earlier models from what I remember - right?
I had a problem taking the original bolts out replacing my rear bumper. One of them snapped while I was taking it out (two others had corroded so badly they were about half the original diameter) and one was fine. Plenty of penetrating oil sprayed through the top of the bumper and some more down by the head of the bolt will help you out if you spray it a few days before.
